whois.networksolutions.com gives the admin contact of .PK as

   PKNIC
   7-Aurangzeb Block
   New Garden Town
   Lahore
   PAKISTAN

And the admin contact of MD:

   Republican Centre for Informatics
   Stefan cel Mare nr. 10
   Kishniev, MD 2001
   Republic of Moldova

I have every reason to believe that .md is technically managed by 
"foreigners", but RFC 1591 doesn't say anything about location of the tech 
and zone contacts.
