There was never a free domain resolution policy, unless you call the NSI 
"we'll suspend someone else's domain name for you if you have the 
trademark" policy *resolution*.

You mean - it actually makes a decision? That's supposed to be a feature.

well - nothing new has exact precedents.
The institution of "court-like entities" for dispute resolution has long 
traditions; see for instance the "appeals" procedure of the IETF standards 
process, or the ways the sports organizations deal with doping cases.

I guess the guidance will come after a while.
