Good point Roberto.

Obviously, the GA should elect its own chair and representatives from among 
its own members by direct election. So, the bylaws need to be changed.

I think it is very important that people not be allowed to defraud the 
election process, as has been noted by Kent. This is intolerable, thus some 
sort of verification mechanism must be set up.
