Dear fellows:

This is what the "call for nomination of procedures" says...

    Call for nomination procedures for nominating candidates for election to the Chair of the General Assembly 

        open November 11, 19:00 CET, close November 19, 1999, 18:00 CET (local time in other places) 

        The Names Council hereby requests that the General Assembly come up with nomination procedures for
        nominating candidates for election to the Chair of the General Assembly, and that it submit proposals to the
        Names Council at ga-procedures@dnso.org no later than November 19th, 1999.

It says "proposals" so there is room for more than one proposal.
At this moment there is no proposal published in the DNSO.org web site.
So we have a few days to prepare and send the proposals.

Lets focus on it.
