Funny you should ask this but should not the question be;

Why should any court be prevented from enforcing any law within it's own
boundaries?

little factum - Alaska in it's beginning just went ahead and said we
adopt all of California law, both statutory and case law, with the
following exceptions.......

Check out India and French attempts at control and banning at their
borders, the cases are very intriguing.
