The point is, that they chose exactly .web, which is the most "difficult" one.
Had they chosen any other one, then I would agree with you.
To make that threat, that they might "need" to start their own root, and 
then chose exactly .web, which ICANN is reluctant to award to somebody 
else, is IMHO nothing else than a challenge of power to ICANN.
