Wrong.

The alternative roots out of scope for ICANN.  They have no relevance
for ICANN at all.  There is no need for a policy recommendation, or
anything else.

They have no rights inside the ICANN controlled namespace, and ICANN
has no rights inside the alt.root namespace.  They are mutually
exclusive.

That the alt.roots use the ICANN root as their base is merely because
they couldn't exist otherwise, not because of any inherent policy or
legal requirements.
