Subject: ICANN ponders new regional registry rules

ICANN is considering proposed criteria for emerging regional Internet
registries (RIR). These organizations are "responsible for making
sub-allocations and assignments of IP [Internet Protocol] addresses to end
users within its assigned service area. ... Possible service areas for
additional RIRs are Latin America (now served by ARIN [American Registry for
Internet Numbers]) and Africa (now served by ARIN and RIPE NCC [Réseaux IP
Européens Network Coordinating Centre])."
