  Well Brett sense you brought this up...

  The URL  you reference Bret is not a very good one
in that none of the "Brief descriptions" listed at this URL
are complete texts.  The complete text's are at Westlaw
if you have a login to access them...  So Again Michael is correct in
pointing out that there is not sufficient context publicly available.
