It may be even simpler than you think. Just make sure someone
manages 0:0 .ARPA and IN-ADDR.ARPA. What are you going
to do with 15.IN-ADDR.ARPA and 16.IN-ADDR.ARPA ?

As for the other TLDs, they should be able to live or die on their own.
