I agree also that the basic concept that Jon Postal wanted was representation
in part as outlined below by Mike. However Jon wanted balanced representation
NOT as Mike specifically outlined below. This still remains IMHO where
the most of the rifts and heated debates originate from. Stakeholders/users
must have at least equal standing on the BOD, and should have a slight majority
of the BOD seats. Now Engineers, and old time fellow like yourself, Mike
myself and others may not like this and perhaps some of us feel threatened
by it, but none the less without at least a balanced BoD, which we don't
have now, and have no yet had and adherence to 9 seats for At-Large
BoD members or 51% of the BoD seats, accomplishing anything constructive
through ICANN will be problematic at best...

In Jon's initial conception in June of 1998, there was to be a twelve person board with experts from the names, protocols and address communities taking nine seats, and the three other seats to be filled by individuals representing the public at large, which is a fairly standard phenomenon on tax-exempt organization boards.

Having representation from the experts was, in Jon's view, a way of lowering the risks associated with broadening the oversight of the DNS from he and his fellow engineers to a consensus based organization representing all relevant interests.
