Roberto and all assembly members,

  Interesting comparison Roberto.  First, I wonder how many stakeholders
there are in Uruguay compared to even just MDR, let alone the state of
California?  Second, even as a comparison to the total number of
stakeholders is the overall cost per individual better in Uruguay than in
MDR?
