If you want to go on this matter, then ask who appointed the watchdog committee!  Therein
lies the non-open and non-transparent and non-bottoms - up process.  Let us see Danny is
out for the count, did the names council appoint?  No it must of been the Monitors. No that
can't be right let us look at the rules - Was it the Secretariat? I think it was by
consensus but whos consensus.

You get the answer to this question and pin it down and the GA is on the road to recovery.
