This matters belongs on the ga-int list.

The previous list rules belonged to the ga list, which was then the only 
list in existence.
The list monitors, after considering arguments both for and against, 
decided that until other policies were declared, the new lists should be 
considered sublists of the main list rather than completely independent 
list entities.

This is a judgment call; all of the lists belong to the GA, but since they 
did not exist at the time the list rules were written, the list rules did 
not describe how they related to the main list.

Again, this is a proper subject for the ga-int list.
