[ga] Re: ]PRIVATE] Language Diversity in ICANN working practices

Dear Patrick et all,

Thank you for you support.

Here I paste the response from the I.T.U and th U.N. Simultaneous
Interpreting and Translation Departments on costs and organisational
needs, the responses I gathered on ICANN/Internet specialised jargon and
Mr Cerf's last communication with me.

ANY COMMENTS???????

Thank you all for your support and see you all in Copenhaguen where I am
expecting to do a paper on Language Diversity on ICANN working
procedures if Mr Vint Cerf gives me the green light!!

Regards,

Pilar

Dear Ms Luque,

On behalf of Ms Laugesen, here are some explanations concerning
interpretation.
Interpreters are recruited on the following basis (for interpreters
recruted
by an international organisation having signed the CCAQ/AICC agreement):
2 interpreters/booth E/F/S/R and 3 interpreters /booth C/A
(E.english, F:french, S:spanish, R:russian, C:chinese, A:arabic)
2 sessions per day, 3 hours each, with an interruption of 2hours/one
hour
and half between each session.

Meeting in Geneva
Locally recruted local interpreters: 2 days-6 languages (2E, 2F, 2S, 2R,
3C,
3A)=14 interpreters
Salary Swiss Francs 615/day 615x14x2= 17220 Swiss francs

Meeting in the world
Locally recruted interpreters
2 days, 6 languages =14 interpreters
Salary US$: 352.50/day 352.50x14x2= 9870 US$
Non local interpreters 2 days, 6 languages, 14 interpreters
Salary US$ 352.50/day plus the days of travel, plus perdiem, plus
travel

Meeting in the Americas Region
Salary 391.50/day (plus travel, etcc...as above)

Note: for sessions lasting about 4 hours, you could add one more
interpreter
per booth.
For long sessions, you can pay the rate "small shift", meaning a
supplement
of 60% of the base salary.
For any further detail, do not hesitate to get in touch with ms
Jouffroy,
interpreters Service,

e-mail adress: jacqueline,jouffroy@itu.int

AS far as translation is concerned, free-lance translators are recruited
on
a different basis. The number of translators required depends of course
on
the number of pages expected (the average performance expected is 5-6
pages
of 330 words a day, but it is more during meetings). The salaries depend
on
the level (grade) of the translator or revisor. For meetings abroad, you
have to add to the base salary the days of travel, perdiem, travel, as
for
the interpreters.
To have a better idea of the salary scale, you can refer to the AITC
(international association of conference translators)web site at the
following adress:http://www.aitc.ch/index.html
E-mail adress of the AITC : secretariat@aitc.ch
Hoping that these informations will be helpful to you, best regards.

Dear Hanne,

Thank you very much for replying so fast.

The purpose of my paper is to demonstrate that Language Diverity on the
form of written translations (for documments published for public
comment) and simultaneous interpreting sessions (for public meetings) is
needed for an organisation with such a global scope as ICANN.

The content of the paper will be demonstrating the above point and
showing which exact costs and organizational needs such motion would
entail.

In order for you to understand better ICANN Language Diversity needs I
will explain that ICANN (Internet Corporation for Assigned Names and
Numbers) meets 4 times a year, each in a different geographic area of
the world for 2 days, lasting the first day from 08:00 a.m till 18:00(
the Public Forum meeting) and the second day from 08:00 till 15:00 p.m.
(Board meeting). Around those dates we have other meetings, but only
those two are the official dates and those are the ones I am looking for
Simultaneous Interpreting sessions from Chinese,Arabic, Spanish, French
and Russian ( as you told me the 5 U.N. official languages) into
English and vice versa. I would like ICANN to rely on Interpreters
fully trained by them on their jargon, as it is quite specialised.

I hope that with the information given above you can give me some more
precise information on costs and organisational needs.

One or two weeks prior to each of the 4 meetings they publish (only in
English) on their web site the documents to be discussed during the
meetings. I know written translation is another department quite
different from the Simultaneous Interpreting one. I would like to see
those documents, normally 4 of 5 pages long each, as well translated
from English into Chinese,Arabic, Spanish, French and Russian. Could
you direct me towards somebody in the I.T.U. Transalting Services who
could
give me information on cost and organisation?

Looking forward to hearing from you.

Regards,

Pilar LUQUE (External Relations Officer .es ccTLD)

FWIW, here are the results to the following previous post:
<--------------- start post ---------------->
Kudos to the first person that knows all the below listed (and recently
used
on this list) acronyms:

NADF
SEI
LASC
NGO
RTFA
APA
RSN
YMMV
RIR
IM(nl)HO <---just the "nl" part)
CNPB
MHSC
STV
<--------------- end post ---------------->
I only got two responses...there was agreement on the following 9
acronyms:

NADF -- North American Directory Forum
SEI -- Software Engineering Institute
NGO -- Non-Government Organisation
RTFA -- Read The Freaking Article
APA -- Administrative Procedures Act
YMMV -- Your Mileage May Vary
RIR -- Regional Internet Registry
MHSC -- Morgan Hill Software Company
STV -- Single Transferable Vote

and the following 4 acronyms had two different answers or guesses:

LASC -- Lisp and Symbolic Computation and Los Angeles ????????
RSN -- Real Soon Now and Root Server Network
IM(nl)HO -- In My (nl) Humble Opinion and In My No Longer Humble Opinion
??
CNPB -- CardeoNeuroPulmonaryBypass and California Nonprofit Public
Benefit
Corporation Law ("CNPBCL")

So, sorry! No kudos this time around. BTW, I don't know the answers
myself, just wanted to see if anyone else did. And, judging from the
low
level of responses recieved (only two) and that neither knew them all,
perhaps people posting to this list would be a bit more considerate in
their
use of acronyms. They are definitely a "barrier to entry" for newbies.
Anyway, just one person's (with too much time on his hands) opinion.

Regards,

Jeff

Dear Pilar,

this is very helpful information. With your permission,
I would like to share this directly with the ICANN
staff. I know they have also looked into this question
but your data is new. One obvious challenge is that we
would need to find meeting venues in which simultaneous
translation can be arranged (physical facilities).
also, wouldn't there be a cost for the radio-based
multi-channel ear phones used by the attendees?

Before you put effort into a lengthy paper, perhaps
we also need to determine which languages should be
serviced. Could we possibly manage simply with
English to (some number of languages) and the
same languages to English (as opposed to every
possible combination)?

Vint

Hi Pilar

> Could I suggest you all you help me in drafting a list with those so
> called 300 ICANN/Internet specialised jargon terms.

May I suggest that you post whatever you have on your proposed list to
[GA]
as it will get people interested? If you know some of the terms just
enter
them leaving the ander blank. The people might provide the definition
or
other answer.

I'd try to make it a communal effort, if I were you. I will support
you.

Best regards
Patrick
