What should ICANN do about it?

Your statement implies a consensus that name hoarding is an activity
that should not be permitted.

I am not aware of any such consensus, and the term itself is so
subjective it can be widely abused.

ICANN shouldn't, and indeed can't, do anything about that.  There is
nothing for them to do, and no basis for them to do it anyway.
