Even something simple and cross platform like SpeakFreely would be
workable.  It has both a broadcast and conference call like feature
that can be used to broadcast the telephone call easily.  All it would
take is a an existing system with a full duplex sound card and a voice
enabled modem, and the free telephony software Speakfreely.

You can even encrypt the connection, and control dissemination of the
key.

This would eliminate the need for expensive telephone conferences all
together, requiring each member to only be on an internet connected
computer and have the cross platform (free and open source)
speakfreely software (or any other standards compliant PC Phone
software).
