RE: [ga] GA position on Verisign contract

I'm not voting in this particular round.  If there had been an option to
have the community undertake an indepth consideration of the charter, I
would have supported that. It's possible the  outcome would be the same but
I can't forecast.  In the meantime, please show me, therefore as "abstain".
