[ga] Speaking about elections...

.. my term ends at the end of the year.
Last time we accepted a fancy procedure, by which the NC, not the GA, 
elected the GA Chair.
It was OK, considering that we were all in "bootstrap mode", but this 
time I think that the Chairman should be elected directly by the GA.

We have a Voting Registry, therefore there should be no problem. If 
Constituencies members not actively participating to the GA want to vote
, no pb., just join the Voting Registry.
