Philip,

Thank you for asking for further clarification on wording for 
recommendation 3 I posted yesterday.

Much of the technical stability of the current internet has 
been co-ordinated by IANA see http://www.iana.org - the 
administration run by Dr Jon Postel.
Fortunately these duties are undertaken by ICANN staff and in 
the interests of maintaining the technical status quo our report 
should emphasize the importance of the (stable) IANA function.
