I and others in the NCDNHC could support this 
enthusiastically if point 4 were slightly modified 
as follows:

OLD:
4. That, due to the inherent complexity, the best forum for governments to seek solutions to the problems perceived by the GAC is the existing forum of such expertise, namely the inter-governmental specialised UN agency, the World Intellectual Property Organisation (WIPO). 

NEW: (amendments in CAPS)
4. That, due to the inherent complexity, the best forum for governments to seek solutions to the problems perceived by the GAC is the existing forum of INTELLECTUAL PROPERTY expertise, namely the inter-governmental specialised UN agency, the World Intellectual Property Organisation (WIPO), COMBINED WITH THE EXISTING FORUM FOR REPRESENTING THE INTERNET COMMUNITY IN POLICY MAKING,
THE DNSO.

further to the information from Caroline on WIPO and the publication of the Board's action plan I have revised the proposed NC resolution. 

It is this version (v5) that I will present at tomorrow's call.
