[council] Names Council task force: gTLD evaluation

The Names Council asked for up to two nominees
for the gTLD evaluation committee created 
by the ICANN Board Resolution. 

YJ Park and Vany Martinez have volunteered to represent
NCDNHC. We hope they bring an international perspective
to the proceedings, if both of them can serve.
(We understand that only one may be selected).
