RE: [council] A Proposal: Rotating Secretatiat

Speaking personally, I could not endorse or participate in this idea. Here
are a few reasons:

1. I run a business. The successful operation of that business contributes,
in fact, makes possible financially, my participation in ICANN process, and
the process of Internet development in many distant countries. The  cost,
about U.S. $ 50,000 for the last 12 months.

2. I am already using the time of some of my employees and staff in my
business to perform ICANN related support services for myself, as a NC
member, and as chair of ccTLD AdCom, contributing to organization of
meetings, interacting with ccTLD secretariat, working on documents for NC
Budget, ICANN budget, ccTLD briefings, ccTLD outreach (like recent trip to
Ghana, Africa to assist in organizing AFTLD), and much more. I can not
afford to take any more time away or use up more resources than i am already
using.


3. I believe many persons on NC are busy executives who are taking time away
from what they do (outside of ICANN) to participate. They (and I) can not
take even more time away from their regular work.

4. Any business, especially the NC, should have professional secretarial
support. We can be more effective by working at our highest level, and
obtaining support functions by paying money for them. "Volunteer" services,
in the long term, can not be guaranteed to continue at high professional
level. They are dependent on energy of persons supplying such services, and
ability of those persons to receive life-sustaining salary from somewhere
(unless they are independent wealthy persons).

5. Elisabeth's "volunteering" is possible because her regular employers pay
for her time and make the "volunteering" to ICANN a part of her job. I am
sure that is the case for some other NC members as well. It is not the case
for me.


Vany, I do appreciate your way of thinking, and desire to "save money" and
"reduce member contributions". Any business should always try to "do more
with less".

The bottom line is, there is no free lunch.

Dear fellow NC members:

I have an idea to propose which its concept is implemented in Central
Americal for Central American Environment Commission.

There are certain tasks (non-technical tasks) of Secretariat that perfectly
can be made by any one of us.   We are 19 member right now and 7
constituencies.

The proposal is the follwing:

"Every constituency will perfom non-technical Secretariat tasks through
their Names Council members in a rotative basis with a 3-month-period."

Why three month period?  Because maybe with such a period, three Names
Council members can organize themselves one month every one, one three
months,  or whatever they like to organize.
Also, this additional task would prevent that people that is not really
compromised with the high responsability to be a Names Council member, runs
for elections in their own constituencies.

After all, if Elizabeth do it voluntarily, any one of us can do it also.

In Central America there is an Environment Commission composed by the
Environment Governmental Authorities of every Central American country.
Every six month, an Environment Governmental Authority of a country assumes
the Secretariat.

I hope this proposal be welcome and that have the oportunity to be voted in
Stockholm or in the next teleconference after Stockholm.
