[council] OFFER TO BRIEF NC CONSTITUENCIES

During the Names Council's Sunday discussion of the proposed agreement
between ICANN and VeriSign, several members of the Council expressed a
concern that they and/or their Constituencies had not had an adequate
opportunity to consider the proposed agreement.

I failed to mention at that time, but would like to emphasize now, that
VeriSign would be happy to conduct teleconference briefings/Q&A sessions on
the proposed agreement for any DNSO Constituency that would be interested.
