FW: [council] Time of Nc calls

I, again, request that the next conference call on December 19 be scheduled
for 4:00 p.m. US East Coast.  As  indicated in my previous email, scheduling
the call for 4:00 p.m. US East Coast ensures that during Northern Hemisphere
winter time everybody is within the 06.00  - 23.00 window recommended by the
Intake Committee.

I believe that can be achieved also during Northern Hemisphere winter time.
Note that I suggested to schedule the conference call for 4:00 p.m. US East
Coast, thus 1:00 p.m., not 6:00 a.m., California.
If the conference call is scheduled for 4:00 p.m. US East Coast, the
corresponding local times would be as follows:

In reply to Axel's request to re schedule the NC call to a more socialble
hour in California (currently 5.00 am), Axel referred to the Intake
Committee suggestion in the report adopted by the NC that call should
ideally be scheduled to be no earlier than 06.00  and no later than 23.00 in
any time zone.

I am afraid to say that the Intake Committee was guilty of operating on
Northern Hemisphere summer time, where the 06.00 - 23.00 window is
achievable between California and Melbourne.

Unfortunately the combination of winter time in the Northern Hemisphere and
Melbourne daylight saving time, means the window is wider in Northern
Hemisphere winter months. The consequence of shifting to 06.00 in California
is now 01.00 in Melbourne.

I think the 06.00 - 23.00 window should indeed be an objective but clearly
we need to operate differently during some months of the year. Apologies
that the Intake Committee had not foreseen this problem earlier.
