Please refer to the following posting from the Registrar Constituency
listserv archive to see the ballot (with regard to chain of command) that
was put forth to the Constituency in conjunction with the election of Erica
Roberts as our Names Counsel representative.

I can dig up the exact results of that vote, however on issue #3 the
registrars elected to have a proper chain of command. It was the registrars
constituency's wishes to have the secretariat serve in this capacity.
However, Louie Tuton informed me that this would violate the Names Counsel
charter since a proxy can only be passed to a fellow Names Counsel
representative. It was following this discussion that the constituency
agreed that in order to comply with the proper chain of command issue, the
senior names counsel representative would get the proxy to ensure that our
full voting block was recognized.
