[council] status report : preparation for yokohama meeting

NC and GA Chairs,

Attached is the current status of agenda and room allocation.

Let me point out some important issues we have to solve ASAP!

(A) GA and NC webcast
 status : Main hall on July 12 and 13 is now reserved to set up 
          the network and webcast environment. The cost of the room 
          will be covered by local host. Currently, local network 
          team (WIDE) and webcast team (Ben) are trying to make a
          detailed schedule to see if they can complete all the 
          setting-up within these 2 days.
 issue-A1: haw can DNSO raise the cost of the webcast ($9,000)?

(B) Constituencies and WGs meetings
 status : Local host offers 6 rooms on July13. Elisabeth kindly 
          collects the requirements from COnstituencies and 
          Working Grpoups. Observing the requirements so far, I 
          tentatively allocated rooms as attached.
 issue-B1: can NCDNHC meeting fit in 1300-1800?
 issue-B2: can gTLD meet July 13 morning or 0700-0900 on July 14
           (or another place and time)?
 issue-B3: isn't WG-D going to meet?
 issue-B4: is it correct that WG-B and WG-C have no meetings?
 issue-B5: is it OK to release 5 rooms for the morning of July 13
           as only ccTLD will use a room? (of course I'll release 
           rooms after receiving NCDNHC and gTLD's requirements.)

(C) NC meeting after Board meeting
 issue-C1: is it correct that NC won't meet after Board meeting 
           (July 16 afternoon or July 17)
