[council] Proposal from Sheppard

Seeing Mr. Sheppards statement to the Names Council stating that some 
principles where voted in WG-C, I would like to point out that:

- WG-C has discussed such principles and reached no conclusions whatsoever. 
Several versions where presented and none of them agreed on.

- Johnathan Weinberg's report from WG-C includes all the conclusions from WG-C.

Any proposal in this sense is a personal proposal from Mr. Sheppards and 
cannot be considered in any way a result of the work of  WG-C.
