Raul, I think your concern is addressed by the current proposal via the
the endorsement period.  Clearly, a nominee that truly has major support
from fellow GAers will shine through.

My opinions :

1) I don't like very much the idea that the NC considers all nominees
with
more than 10 persons seconding. I believe that it limits the power of
the
GA. I prefer that the GA nominates a given number (3 or 5) of candidates
through some kind of election, to be considered by the NC. 
In this GA Chair election, I'm willing to agree with the majority if
most
of us are convinced with the current proposal, because I know that the
troubles with the authentication of participants are a real problem.
However, I would not like to create hereby a precedent. We should work
following a better procedure (may be in the WG-D)  in future elections. 

2) I propose to elect one Chair alternate for the GA Chair because the
Chairman  whom we'll elect could run the At-Large election in a few
months.
In that way, we wouldn't have a new election before the year is out.
This
would avoid another election in case  the Chair position remains void.
