The NC decided that external proxies (external means non-NC members)
should have been known before the election starts, i.e. no
later than Oct 8th. I belive it is too late you can be YJP proxy.

The only last minute possibility for proxy is between the
NC members -- I suggest that YJP requests either Raul or Kathy
to be her proxy, if she cannot manage phone calls.

It would be much preferable YJP writes to council@dnso.org
about her travel to China before she leaves to Beijing.
