[council] Andrew added to council list

Council,

Andrew requested to be added to receive vote results,
to be able to monitor election process,
but it is much simpler (for me, not for him -- he will suffer
with all our emails about phone problems ...) to add him
to council@dnso.org list.

It is done since one minute or so.
