RE: [council] b02 and subsequent, explanation



Elisabeth,

Actually - the rules say that the e-mail ballot will START at the beginning 
of the teleconference.

People may be expecting this and may not have voted before the 
teleconference begins.

Of course if everyone has already voted by the time the teleconference 
starts - there is no problem.  If that is not the case, then the rule will 
have to be followed.
