[council] Proposed Bylaws changes re SO elections



To the DSO General Assembly and Names Council:

The ICANN staff has posted a set of proposed Bylaws changes relating to the
SO election processes for ICANN Directors.  The proposed amendments attempt
to do the following:

- Shorten the post-election notification period to from 15 to 7 days, to
maximize the period of time available for the SO Councils to complete the
election process;
- Clarify that an SO Council member cannot simultaneously serve as an ICANN
Director;
- Clarify that an SO Council member cannot vote or otherwise participate in
an election for ICANN Director in which that member is also a nominated
candidate;
- Clarify how the geographic diversity requirement for the SOs relates to
the requirement for the At-Large Directors; and
- State the basic geographic diversity rule for the DNSO Directors, namely,
that those three Directors must be citizens of three different regions.
