Parliamentaryprocedures

Dear Theresa --

I think this is an excellent suggestion -- it's clearly an area where the NC
could use some help, and the Berkman Center is well-positioned to provide
some useful advice. I will be at the Berkman Center on Thursday, and will
try to work out a sensible arrangement. Subject to Jonathan's views, I
believe I can come up with a way to do this at no cost to the DNSO.

Best regards,

--Andrew
