In general, I am in favor of the propsal made by Amadeu regarding 

           1. When to decide who is going to chair GA in LA 
           2. How to chair GA in LA

Some subtle different position on "How many chairs", though.

Yes, this would be desirable. 
I hope this time we won't make the same mistake we have made in Santiago.

I am strongly in favor of this proposal.

Regarding "TWO or THREE" chairs instead of "ONE" might sound 
very effiecient at the first catch. However, this might be simultaneously
tricky enough to lead to a total chaos unless those two or three chairs
can cooperate and click to each other.

Not only GA but also NC is required to be all set prior to the meeting itself.

I agree.
