A possible solution would be the allowing of factions within a constituency
with a different statement of mission and purpose, but the same charter and
the same electoral roll.
I suspect that with a constituency as diverse as the IDNO, this would be
inevitable as a way to prevent whole rival constituencies to be born out of
 differences in personal allegiance.
IMHO, this should also be the approach for the non-commercial constituency.
