I suggest adding a simple statement to the effect that:

Draft:


Whereas the domain name space is constructed as a system of registering
names for Internet users, and the system exists primarily for Internet
users.  Individual Internet users who are domain name registrants should
actively participate in policy recommendations within the DNSO structure.

Whereas, the following domain name issues affect the rights and interests of
the proposed Individual Domain Name Holder Constituency:

1. Any decision to alter the registration access of Internet users to the
.ORG Top-Level Domain Name Space raises fundamental questions of fairness
and serious legal concerns regarding incumbent individual domain name
holders as well as future registrants in that name space, yet no group
within ICANN currently represents those stakeholders.

The establishment of the proposed Individual Domain Name Holder Constituency
shall be implemented.
