[wg-review] Two Questions for the NC Chair


Dear Philip:

     On 21 March you wrote:  "The work of the existing WG Review (whose
terms of reference were to contribute to the consulting phase of the review
process) will come to a close 16 April. At this date the list will close and
subscribers will be transferred to the GA Announce list as is usual
practice."

I have two questions:

1. While I have been able to find a reference to the Names Council Decision
D6, which states:  "Decision D6: The NC closes WG A, B &C, moves all
subscribers to the GA announce, and will inform the groups where to find
information for future participation. This motion was unanimously passed
with no votes against and no abstentions.", I have not been able to find in
either the minutes of the 26 February NC Telecon, or in the Scribe's Notes
from the Melbourne Meeting any reference to a Names Council consensus
decision to shut down the Mailing List of the Review Working Group.  Please
advise where one might find the record of such a decision.
2. As I have disputed what you purport to be the terms of reference for this
Review Working Group, relying instead on the terms of reference first
provided by our Chair, Ms. Y.J.Park, on 27 February I filed an appeal,
according to Names Council procedures, to the Names Council Intake
Committee.  This appeal for reconsideration of NC decision D2 to terminate
the life of the Review WG had the support of twenty members of the Review
Working Group.  The appeal was predicated on matters of fact, established by
the public record.  I have noted no public record of intake committee
discussions on this matter. Perhaps you can advise when we can expect the
Names Council to abide by its own procedures and to act upon a legitimate
reconsideration request?
