Which is 3 out of what would be 21 Directors in exchange for funding
one third of ICANN's costs.

The ccTLD say is 1/7th or maybe soon to be 1/8th of the Names Council
and hardly influential.  A possible compromise maybe that if ccTLD SO
appoints members direct to the BoD they are excluded from voting for
DNSO reps on the Board (but can fully vote on all other DNSO issues)

Still only 1/3rd the voice of Mr Sims :-)
