[wg-review] WG Review process timetable and procedure


We would like to thank Philip Sheppard for taking the time from his busy
schedule to provide the Review Working Group with his vision of the future,
a future in which developing better means of participation is a key
objective.  Respectfully, the members of Review WG do not require lessons
from the Names Council on "participation".   We have noted the degree to
which Names Council Task Forces have participated to accomplish their
objectives.  Since June 21, 2000 such participation has resulted in exactly
one solitary message being posted to the Outreach Task Force email list
http://www.dnso.org/clubpublic/nc-outreach/Arc00/msg00000.html .  Eight
months of doing absolutely nothing (after Working Group E had struggled for
over a year to provide their best possible recommendations on global
awareness and outreach).    If this is an example of the type of quality
"participation" espoused by the Business Plan, then I'm sure that we can all
look forward to the continued guidance of the Council.
     Perhaps Mr. Sheppard would be good enough to tell us exactly how many
members of the Review Task Force "participated" in developing the
recommendations that went into the RTF Report.  I see no public record
indicating any discussion of recommendations, no record of a teleconference,
and no substantive on-the-record discussion of the proposed recommendations
on the part of any of the Names Council members during the 24 January
meeting.  If we could be pointed to any public record that would reveal what
we might have perhaps overlooked, then perhaps we might willingly
"participate" in the future.   The Review Working Group is committed to
getting the job done; you may count on us to "participate" in preparing our
own report to the Board.
