Because it expands the overall, general influence (power) of
those who already have influence over DNS policy.  They're not
happy with simply being indemnified and running a first-come
first-serve system.

And, because non-CC TLDs are seen as a chance by some to achieve
a kind of global influence outside of the existing geopolitical
order.
