My understanding was it was intended as a forum for all interested parties including participants from the Constituencies to discuss and gain understanding of differing opinions relating to the Names Council and ICANN.  In part to be the melting pot for ideas that could be explored in more detail with the formation of working groups and other reporting bodies that would create formal recommendations to both the Constituencies and the Names Council.

This notion of it being like a "school assembly" is interesting and possibly shows just how top down the whole DNSO structure was intended to be.

Thankfully, any organization, body or assembly may be restructured and remanufactured if enough interested participants will it.
