[wg-review] Clarification needed

Clarification needed:  The 2001.1.15 Report of ICANN DNSO Working Group Review stated, “The full Working Group’s report is going to be submitted on February 20 which is awaiting NC’s another friendly decision this coming January’s teleconference on 24^th.”  Did this Working Group receive the “friendly decision”?  I find no public record to that effect.
