It would seem that possibly a threshold question has to be asked:
Is it so broken that we need a whole new one or can we tinker with it and make it
work?
The great thing about the Manifesto (bible, constitution, Mr. Postal's writing) is
rereading it as time and politics change it evolves into a different writing, just
as ICANN should evolve.
