about 7 months ago,  PH considered applying to be the temporary ccTLD
Secretariat.
At that time, we shopped around for translation services, and we actually
had the proposed ccTLD contract translated into French and German. The
cost was around 10c per word. So if we assume that ICANN has about 50
pages being produced in English per month, and we convert this into
french, german, chinese, and spanish, then it will cost roughly US$8000
per month in translation services.  So translation services are definitely
within ICANN's budget.  To make life simple for ICANN, perhaps the ccTLDs
can opt to use part of the cash we contribute  to ICANN to translate
ICANN's documents? (after all, we are the ones best equipped to do this)

Alternatively, it might be possible that ICANN would prefer that ccTLDs
translate ICANN documents into their native language and use these
translation services as payment for Root Service?
