I agree with the majority of your comments in this post.  I add my own
comments below:

It is my opinion the operation of the working groups highlights a
serious flaw in the management structures within the DNSO and in ICANN
generally.  It would appear that working groups and other bodies are
formed with no thought on how they may be managed.  It is common
practice within business and other large organizations to form small
working parties that then report upwards through layers until a final
report is produced.  Tossing all participants into the one forum and
expecting desired outcomes is a serious flaw.

A much better situation would have been to form WG-Review groups in
each of the constituencies and also having a public one, each of these
producing a report that would be included in a condensed version
formulated by the Chairpersons of the working groups.  You would then
have a situation where small numbers produce meaningful results that
are compiled into a much larger representative document.

The outcomes from this WG-Review are invalid from my point of view due
to the lack of participation and the structure it was formulated
under.
