Always dangerous to make conjectures of this nature without a large
amount of supporting evidence.

I initially submitted a subscription request on the 9 January and it
was not acknowledged till the 14 January.  This has resulted in me
missing out on some voting and polling opportunities.  Although I
admit responsibility in not attempting to subscribe at an earlier
date, it is very disturbing to me to see a working group with such
tight deadlines having such delays in the subscription process.   I
can appreciate technical difficulties may have been the cause for the
delay, however, redundant processes should have been initiated to
limit this type of dificulty.

This may also have resulted in a number of unsubscribers and a lack of
participation by others.
