At large is one thing. A constituency of individuals who own domain names 
for personal rather than commercial or non-profit use is another. Saying an 
"individual constituency" exists when those domain name holders have no 
representation in the DNSO is a mistake, regardless of at large.

I'm not confusing them - they're two different things.
