Without the users, is there an Internet?

Whilst I only speak for myself, I say yes to the second part of the
question.

As to the first part of the question, I cannot determine, whether
general agreement on this point exists, but, I believe that, if all the
users of the Internet were given a say, the answer would be a deafening
roar, of yes.
