In Roman Law a consensual contrat is: a contract which requires only consent of the parties to render it obligatory.  Consensual obligations are so called 
because a common UNDERSTANDING is sufficient to create them without any FORMALITY.  Without any FORMALITY means without any hard 
evidence like a contract or voting procedure... usually this lack of hard process casts a shadow of doubt on resulting "obligations".  This of course serves 
to undermine any notions of accountability/responsibility.

In my earlier response to Review TF Questionnaire query: `How can the NC interpret the outcome of the working groups, and formulate a better defined 
and stronger recommendations consistent with the consensus process?' I stated: "First off, by establishing wide-based, representative WGs of some 
duration (will there be an extension here or no?).   Applying to these a liberal use of polls as guages for sentiment and issue maintenance, such that, 
resolutions may be reached by majorities and progress measured.  Paying more attention to the quantifiable outcomes of a polling process."

I stand by my stated position.
